I think, or maybe it's a cookie. I am still testing the 'email me when this product is back in stock' function and it's not allowing me to use the same email more than once.

For instance test email user 1 fills out the form and gets an email when the product is back in stock (works very well with discount & page links included)

then I reset the stock to zero

but then test email user 1 cannot register to receive an email when the product is back in stock because they're already registered. But they're not because the product manager doesn't show anyone waiting.
