Promotional Codes free shipping

   If I am doing several promotional codes for an item that is for free shipping, but the shipping costs are different for different countries, do I need to do separate codes for different countries, or do I just use the codes and tick free shipping.  I suppose what I am asking is, if you tick free shipping does it take out the shipping whatever the cost or wherever it is being shipped to?  Is it specific to shipping, or is it specific to the amount of shipping.  And if I'm offering free shipping, do I need to type the amount of the shipping anyway?  I'm hoping not as that would mean hundreds of codes and would take forever.
