US States as shipping regions

I would like to set up different US States as shipping regions. After creating a shipping method, set up weight based, save and then click on shipping regions, nothing is there.
I do have "Region based shipping" clicked.
In Configure Counties, I have every State checked as "allowed" and Pennsylvania checked as the default. I have "Use Regions" checked next to United States.
Any thoughts on what I am doing wrong or missing?

Set 'United States' to 'Allowed' on the 'configure countries' screen.

Wow... I really thought I had tried that and "United State" showed up in the selection list without the states. But I must have had something else checked improperly at that time.
In any case, thanks so much for the solution especially so quickly.
