<despatchaddress> missing line

When I send my customers a custom dispatch email telling them their item has been dispatched to <despatchaddress>, there is a missing line of the address. Today a customer has contacted me telling me their address is wrong. I check the invoice it says the delivery address is:

Mrs xxx
xxx
Lehighton
Pennsylvania
xxx
UNITED STATES

But the email says:

Mrs xxx
xxx
Lehighton
xxx
UNITED STATES

Pennsylvania is missing. This is going to cause worry for the customer from the start. I have checked other emails and that line is missing too.
