I am trying to set up shipping (surcharges), for different areas

example


area with 2 different prices


how can i set this in basic or can it be fixed cant do it in volune or weight


what does these represent 

ShippingSecond     

ShippingOthers      

MaxShipping 


If any of this makes sence please help
